Israel-Lobby and U.S Foreign Policy toward Israeli –Palestinian Conflict during Obama's Presidential Term 2009 – 2017 *Awad M. Slimiaa, Muhammad Fuad Bin Othmanb, Nazariah Osmanc, aPalestinian National Authority, and currently a PhD candidate in School of International Studies (SoIS) Universiti Utara Malaysia UUM, bDean School of International Studies (SoIS) Universiti Utara Malaysia, cDeputy Dean and a Senior lecturer in School of International Studies, Universiti Utara Malaysia, *Corresponding Author Email: * awad.sliemyeh@gmail.com; mfuad@uum.edu.my ; nazariah@uum.edu.my This paper considers the course of the peace agreement based on Two-State solution relevant from Security Council resolutions 242 (1967) and 338 (1973) and predicated on the principle of “land for peace.” By 1993 the Israelis and Palestine Liberation Organisation (PLO) had signed an interim peace agreement on the White House lawn called the Oslo agreement, the peace agreement designed to partition this territory between the Jordan River and the Mediterranean Sea into two independent states, Israel and Palestine. It is proposed therefore, that the basic Idea of this agreement basis on the Two-State solution has been held up by the international community as the only realistic deal to end the Israeli-Palestinian conflict. It is based on the existence of two separate States, Israel and Palestine. Given the major obstacles of final status issues agreements, for example, the right of return for the Palestinian Refugees, to the Israeli Settlements, Jerusalem and the borders, have meant reaching agreement between the two parties has been very problematic, despite all the efforts of the Obama administration. However, this paper argues that among all these obstacles to peace, the negative role of Israel-lobby led by AIPAC is the main cause of the collapse of the peace process. In this light, the two-state solution will never be realised unless there is a real change in the Israel-lobby position. Pages 1 to 25 |

Intellectual Property Rights as a WAQF Asset: The Way to Change an Old Paradigm in Indonesia *Chrisna Bagus Edhita Prajaa, Puji Sulistyaningsihb, Mulyadic, Budi Agus Riswandid, a,b,cUniversitas Muhammadiyah Magelang, dIslamic University of Indonesia. *Corresponding Author Email: chrisnabagus@ummgl.ac.id Waqf has a significant role in economic development and social welfare. The Waqf paradigm in Indonesia is limited to immovable assets such as land and buildings. In fact, Law No. 41 of 2004 concerning Waqf also regulates assets other than immovable property. One of these assets is Intellectual Property Rights. The economic potential of Intellectual Property Rights (IPR) becomes an opportunity to realize prosperity for the community. This paper identifies IPR regimes that can be used as waqf and constraints in their implementation. The results show that the regulation of entire IPR Law allows the rights transfer through waqf with several adjustments, i.e., the term of the Copyright waqf must be adjusted to the period of copyright protection in Indonesia. In addition, the transfer of rights in the copyright waqf only covers Economic Rights. This means that Moral Rights are still attached to waqif. Constraints to the implementation of IPR waqf include the absence of legal rules at the technical level as a direction to waqif and Nazhir to carry out the transfer of rights. Another obstacle found was the absence of the role of Indonesian Waqf Board (BWI) in improving Nazhir's competence regarding Intellectual Property Rights. Pages 26 to 39 |

The Political View of Religious Leaders in Indonesia *Fahmi Mediasa, Eko Kurniasih Pratiwib, Nasitotul Janahc, a,b,cDepartment of Islamic Economics Law, Universitas Muhammadiyah Magelang, Indonesia, Email: *Corresponding Authoremail: fahmimedias@ummgl.ac.id As a city with religious diversity, Magelang is inseparable from the potential conflicts that occur between religious adherents. One of the factors that led to the conflict was the narrow understanding of exclusively the diversity of religious leaders. Towards the implementation of the 2019 general election in Indonesia, mapping the political views of religious leaders became very important to ward off the issue of conflict in the name of religion. This article aims to map the political view of religious leaders in Magelang and to figure out the position of religious leaders in political aspects by using Importance-Performance Analysis methods, based on the statement of 122 religious leaders in Magelang. Importance-Performance Analysis analysis on 11 attributes of political views was carried out to provide recommendations for religious leaders in developing religious views on political aspects. The result obtained show that one attribute of ‘concentrate here’ in quadrant 1, six attributes of ‘keep up the good work’ in quadrant 2, and four attributes of ‘low priority’ in quadrant three are plotted in a two dimensional (importance-performance) matrix. Furthers, to develop the political view of religious leaders, the results are used to propose one suggested view for improvement. Pages 60 to 75 |

Intrinsic factors include factors of confidence in sharia compliance value and factors regarding the knowledge level of potential customers. Extrinsic factors include MM product characteristics such as service quality, costs, product benefits and promotions. MM products are emphasised in this study because of their many benefits, including lowering the burden of customers’ monthly payloads, a relatively shorter monthly payment period and increased benefits and profits for both banks and customers. Data was collected from 100 MM customers in Malaysia via the Internet (Facebook) and analysed using Structural Equation Modeling (SEM-SMART PLS) and the Statistical Package of Social Sciences (SPSS) software. The findings show that only the factors of promotion and religious compliance are significant when selecting MM products; in fact, the influence of promotional factors had a greater impact than the influence of religious compliance. Therefore, Islamic banks are urged to increase their promotional strategies in order to provide information about the role of religious law in selecting Islamic banking products, thus helping customers choose MM products that satisfy their needs while also meeting religious demands. A Lecturer’s Perspective on Talent Management in Private Higher Learning Institutions in Kuala Lumpur, Malaysia *Mahiswaran Selvanathana, Nisha Nair Surendranb, Thilageswary Arumugamc, Sri Jeyanthirar Subramaniamd, Noraini Mohamad Yusofe, a,d,eNational Higher Education Research Institute (IPPTN), Universiti Sains Malaysia, b,cAsia Pacific University (APU), Malaysia, *Corresponding Author email: mahiswaran@gmail.com Talent management has been an ongoing focus in lecturer and career development among lecturers in university. However this effective practice lies in the conduct of certain factors in the organisation. Some of the important factors that are known to contribute to the talent management of an organisation are; the ability of the lecturer to perform, organizational culture and the retention practice of an organisation. Hence, this paper takes a novel stance in explaining the relationship among talent management and three antecedent factors; performance, organisational culture and retention. Importantly the research is skewed to a focus on academics who are lecturing in the Information Technology related subjects. A further factor for consideration is that the leading university in Malaysia has a tendency to lose competent academicians creating a gap in the achievement of organisational outcomes. Thus, respondents were sampled from Private Higher Learning Institutions in Kuala Lumpur, Malaysia. Data was collected from 133 respondents who have been lecturing in IT related modules. Hypotheses were built based on the relationship testing between variables and analysed using Pearson Correlation in SPSS. The results show that two hypotheses are not supported while one hypothesis on retention has indicated significant relationship with the talent management practice of the university. Information Technology is a fast growing industry and lecturers in this field need to be constantly updating their knowledge, skill and ability. This requires talent management. Academics who are unable to do this with the support and motivation of organisation may not be able to be retained in the university. Consequently this can lead to poor outcomes on knowledge delivery to students and retention. Overall, this paper has called for good human resource practices for lecturers in the academic profession. The Relationship between Islamic Stock Market, Sukuk, Islamic Bank Assets and Macroeconomic Variables in Malaysia Muhammad Aiman Farhan Roslana, Mohd Yahya Mohd Hussinb, a,bUniversiti Pendidikan Sultan Idris, Malaysia (UPSI), Malaysia, Email: yahya@fpe.upsi.edu.my This paper focuses on the relationship between the Islamic stock market, sukuk, Islamic bank assets and the macroeconomic variables in Malaysia by looking at the market reaction of Islamic shares represented by the FBMES Index to the selected Islamic finance instruments and macroeconomic variables. The Vector Auto Regression (VAR) method was applied to the model of the study. The selected variables to be used in this study comprised the FBMES Shariah Index (FBMES), Sukuk Issuance (SI), Gross Domestic Product (GDP), Real Effective Exchange Rate (REER), Islamic Bank Assets (IBA), Islamic Interbank Rate (IIR), Crude Palm Oil Prices (CPO) and Crude Oil Prices (CO). The data chosen for this particular was in the form of quarterly data from the first quarter of 2007 to the fourth quarter of 2017. The results indicated that the FBMES Index was integrated with the set of selected macroeconomic and Islamic finance variables in which it was positively and significantly connected with the SI variable but related negatively and significantly with the CO variable. On the other hand, its relationship with the GDP and REER variables was positive but not significant. In relation to other variables which were IBA, IIR and CPO, the resulting relationship was a negative and insignificant relationship. From the aspect of Granger's causal relationship and the pioneer indicator, it was discovered that the SI, GDP, IBA, IIR and CO variables were the short-term causes of Granger to FBMES while variable REER and CPO variables did not show evidence of the short-term causal relationship Granger. FBMES was the cause of short -term Granger to IBA and GDP variables but not for other variables. Pages 199 to 215 |

Does the Juvenile Justice System protect Youth Supply chain? Progressive Juvenile Court Judges: Reform of the Juvenile Criminal Justice System in Indonesia through a Socio-Legal Approach supported by PLS-Structural Equation Modeling Nikmah Rosidaha, Amnawatyb, Rifandy Ritongac, a,bCriminal Law Department, University of Lampung, Lampung 35141, Indonesia, cDepartment of Constitutional Law, University of Bandar Lampung, Lampung 35142, Indonesia, Email: amnawaty.1957@fh.unila.ac.id, nikmahrosidah17@gmail.com, rifandy@ubl.ac.id, The current Indonesian legal culture is based on written text contained in legislation that is positivistic and ignores progressive legal principles. This research takes a socio-legal approach (socio-legal research), from within the non-doctrinal legal research tradition, and uses the constructivism paradigm to explore this issue. Additionally, this study examines how the juvenile justice system protects youth supply chain. The findings of this study reveal that judges in the juvenile justice court do not follow a progressive legal approach where the law is judged by the social goals to be achieved and consequences of the operation of the law. It can be concluded that progressive law can be used as a basis and reference for juvenile court judges to make decisions on cases that prioritize social and religious morality, alongside substantive justice. Moreover, results of the Partial Least Square (PLS)-Structural Equation Modeling (SEM) reveal that the juvenile justice system protects youth supply chain. Childq punishment based on criminal activities causes issues related to mental health disorders which effect negatively on youth supply chain. Therefore, it is necessary to reform this legal culture by changing the positivist paradigm to a non-positivist one, by not only using a juridical approach, but also by engaging in social sciences and new legal values that support a progressive legal approach. For these reforms to take place, a judge must have the moral courage to take breakthrough steps outside of the law. Pages 216 to 235 |

Intervening Role of Innovation Management on Relationship between Digital Leadership and Dynamic Capability Accelerated by Collaboration *Elidjena, Leonardus W Wasono Mihardjob, Riza AN Rukmanac a,bBusiness School, Bina Nusantara University, Jakarta, Indonesia, cSchool of Industrial Engineering, Telkom University, Bandung, Indonesia, Email: Corresponding Author email: mihardjo@gmail.com Digital technology has driven changes in markets and consumers. The market has become more dynamic due to new business model innovations offered by new entries in the industry. Incumbent firms require a digital transformation in order to have a more dynamic capability in shaping their existing business to fit the new paradigm. The fastest way of developing capabilities to align with the new paradigm is through collaboration with partners. Developing capabilities for innovation management and dynamic capabilities requires strong digital leadership to optimize the use of digital technology. The need for collaboration is urgent to accelerate the development process of innovation in the digital era, therefore, this study uses collaboration as its moderating variable. Most published research focusing on digital transformation examines digital leadership, innovation dynamic capabilities based on construct, applicability and benefit, and the role of collaboration. However, the role of digital leadership in driving innovation management and dynamic capability has not been intensively explored nor specifically the influence of collaboration. This study was conducted through a survey of 88 senior leader respondents from Indonesian telecommunication firms using a purposive sampling method. The statistical data was processed using Smart-PLS application for analyses. Findings demonstrate that innovation management moderated by collaboration had a significant influence in accelerating the relationship between digital leadership and dynamic capabilities. It is also found that digital leadership had a direct and indirect impact on the development of dynamic capability. This indicates that digital leadership actually had a strong role in driving the transformation. These findings have practical implications to support the theory that collaboration is a critical factor in the digital era. It supports the role of firm management in strengthening digital leadership capabilities in conjunction with the development of innovation management with a focus on co-creation values in developing dynamic capabilities. Recommendation for further research is also discussed in this paper. Pages 249 to 264 |

Factors Influencing Parents’ Choice of Private Preschool in Johor Bahru, Malaysia Noorlia Ab. Hamida, *Siti Nor Bayaah Binti Ahmadb, Aida Binti Shaaric, Munira Binti Saaidind, aFaculty of Education and Social Science, SEGI College, Subang Jaya, b,c,dFaculty of Business and Technology, UNITAR International University, Malaysia, *Corresponding Author Email: ctnor11@unitar.my All families become partners in their children’s education in ways that will contribute to their children’s success and usually consider what is best for their children. Families from all strata, from diverse social economic, cultural and ethnic backgrounds are concerned and involved in supporting their children’s learning and development. In view of the diversity of children’s background, parents are the primary caregivers who are responsible and hold a significant role in their children’s wellbeing. Parents generally often wait for guidance from educators before interacting with the school. Therefore, a constructive partnership between parents and preschool providers needs to be established based on a clear understanding of parents’ needs, wants and expectations. Survey questionnaires were distributed to 225 parents from 10 different types of preschool in Johor Bahru area. Information concerning factors influencing parents’ choice on preschool provision related to parents’ preferences, satisfaction and involvement in social network were elicited. Results shows that parents’ concern was most with health and safety of their children above all other factors when choosing suitable preschool provision for their children as depenents upon the relative value they attached to education, settings, convenience and meeting parents’ needs. Results are consistent with the theory of planned behaviour that predicting actual choice of preschool provision depends upon parents’ knowledge, beliefs, attitudes and the strength of desire to place their child, social support and perceived control over available options. Responses from parents are discussed in a qualitative method through unstructured interview. The result clearly indicates that preschools which provide a better environment are chosen by educated parents with middle to high socioeconomic status. The respondents that were studied were sampled from parents at a private preschool in the Selangor Darul Ehsan, Malaysia. The findings indicated that there were five factors parents reflect on when making choices for their children to enter preschool. These five factors are: programme, location, school fees, teachers’ qualities and school environment influence on the parents’ choice. The findings also show that most parents gave good feedback and were satisfied with the preschool administration. It is recommended that future study should focus more on how the preschool teaching and learning method can be improved. This is in order to help parents to get better results, interest and motivate them to value the contribution of preschool towards their children knowledge and learning. Pages 396 to 407 |
