Linking Rewards and Creative Performance: Mediating Role of Intrinsic & Extrinsic Motivation and Moderating Role of Rewards Attractiveness Sapna Makhijaa, Waqar Akbarb, a,bDepartment of Management Sciences, SZABIST, Pakistan, The present study examines the effects of tangible and intangible rewards on employee creative performance with two mediating variables of extrinsic motivation and intrinsic motivation. The study further finds the moderating effects of the valence of rewards, attractive rewards have greater effects on motivation resulting in an increase of creative performance by employees. Data was collected from 240 IT specialists and their 30 immediate supervisors working in the IT sector of Pakistan. Using a Partial Least Square Structural Equation Modelling (PLS-SEM), results revealed that both tangible and intangible rewards have a positive significant impact on creative performance. However, intangible is a better predictor to increase the creative performance. The results further reveal that both extrinsic and intrinsic motivation has a significant mediating effect between intangible rewards and creative performance, whereas intrinsic motivation does not mediate between tangible rewards and creative performance. The results also identify the individual perception on the valence rewards in such that the attractiveness of rewards significantly moderates the relationship between intangible rewards and intrinsic motivation. Moderating the effects of valence of rewards is found to be significant between intangible rewards and employee motivation. However, no moderation role is found between tangible rewards and motivation. The results have useful insights to design the rewards for employees. Limitations and Future Avenues of the study are discussed in the end of the paper. Pages 36 to 61 |

Economic Security Model and Enterprise Mission Vlasov M. Pa, aDoctor of economics, professor, Saint-Petersburg State of Architecture and Civil Engineering, Russia The purpose of this article is to form the process of interaction between an enterprise and consumers of its products. The process is considered from the point of view of determining the best conditions for the enterprise, under which all manufactured products are sold as well as maximum revenue is achieved. Typically, when modelling such processes, emphasis is placed on satisfying demand. The parameters of the proposed model include the maximum amount of receivables, terms of sale of products, volume of output, unit prices. As an additional effect of the application of the model, the possibility of minimizing working capital due to the timely receipt of payments for the sold products is considered. This ensures the economic security of the enterprise. From a reduction in the period of receipt of payments for products sold, an increase in the profitability of the enterprise and, as a result, an increase in the income of the owner follows. Thus, the model essentially represents the mission model of the enterprise, which determines its purpose and method of generating income by the owner. A sufficient variety of model parameters allows us to analyse different options for the mission of the enterprise based on various scenarios. These scenarios involve a change in the range of products, their output, their prices, as well as the composition of strategic business areas and their capacity, depending on the current pricing policy and the possible amount of receivables. The limitation of accounts receivable is caused by the desire to ensure, at the expense of the proceeds, the fulfillment of obligations of the enterprise in respect of remuneration of labor, repayment of accounts payable, tax payments and income of the owner. It is assumed that the volumes of output that are in demand are sufficient to fulfil the above obligations. In this case, the timing of receipt of payments for the delivered products is the factor that is designed to fulfil the listed obligations of the enterprise and, thereby, ensure its economic security. The proposed model is the manager’s tool that allows not only to substantiate the mission of the enterprise, but also to check the effectiveness of the marketing policy, including the pricing strategy. The study is based on the method of analysing paired categories - antipodes, which suggest that a comparative assessment of inadequate enforcement discretion as an antipode, its adequacy is based on the opposite properties of each of them. The main characteristics of conflicting cooperation are inadequate enforcement of discretion. According to the authors, the discretion of the subject of law enforcement is of crucial importance for overcoming legal uncertainty in law, due to the abstract-general and relatively uncertain nature of the rules of law. it must itself be distinguished by adequacy. In this regard, special attention is paid to identifying criteria for adequate enforcement of discretion. It is concluded that, in order to ensure the adequacy of enforcement, the fundamental principles of law must have clear legal interpretations that exclude the diversity of their interpretation. Using qualitative methods, the researcher explains that as a group of interests, the labour movement was powerful towards both the central and regional governments. However, the labour movement failed to build political parties even though the number of workers was a quarter of the electorate. The strength of the labour movement in influencing the government was evident. In 1998, the campaign was able to stop the implementation of new labour policies. Furthermore, in 2003, it actively participated in the process of drafting new labour policies that massively changed the 2001 ministerial regulation on wages. Lastly, it made the government issue policies restrictions on work completed by outsourcing. For the regional government, the labour movement cooperates with regional heads to provide support in general elections. In return, the provincial leader establishes high labor costs and issues a policy of protecting local labourers. Pages 270 to 283 |

Commitments of Countries to Giving Old Age Allowances to Workers Chazali H. Situmoranga, aDepartment of Public Administration Faculty of Social and Political Science Universitas Nasional, Jakarta, Indonesia, Email: achazali.situmorang@civitas.unas.ac.id The existence of a nation is to fulfil multiple needs and wants that require people to work together in order to fulfil their needs as they cannot fulfil them individually. Thus, based on each person’s skill, he or she has his or her own tasks. This unity is called society or nation. Then, in a sovereign nation framework based on the 1945 Constitution, one of the remits is to provide social security for every citizen. This commitment to social security is also stated in the 1948 United Nations’ Declaration of Human Rights, and further it is emphasised in the International Labour Organisation’s Convention No. 102/1952, which is aligned with the Indonesian Parliament (MPR-RI) in TAP No X/MOR/2001. This assigns the President to create a National Social Security System (SJSN) in order to provide an integrated and comprehensive social security service. In June 30th 2015, the Government issued Regulation No. 46/2015 about the Pension Plan – based on the Act No. 40/2004 about the National Social Security System. In Regulation No. 46/2015, article 1 on general requirements, section 1 states “OldAge Insurance (JHT) is a lump-sum cash benefit that is paid to the workers when retired, dead, or permanently disabled”. Describing a nation’s policy, in the form of regulations, is necessary to measure the commitment of a nation in developing its people. Indonesia, as a part of the global world, has signed numerous world conventions and must be held accountable in improving social welfare and protection for its citizens. Pages 301 to 314 |

It is obvious that Indonesian culture comes from three elements of values: traditional, Islamic and western. Through observation and political science and political anthropology approaches, it is found that Indonesian democracy is a local level political system, namely a political system that lies between the local political system and the national political system. The combination of democracy types originated from local culture on the one hand; while the other originated from outside, which has resulted in confusion that is manifested in contests and political competition. The entry of other ideologies or a new one is a sign of the beginning of the destruction of the life of Indonesia, including its legal system. For this reason, efforts must be made in the form of reliable consistency and commitment from all elements of the nation to remain firm in the ideology of Pancasila, because it is the identity of the Indonesian.
